Revelstoke – 420 Downie Street Affordable Housing

BC Housing has purchased the property at 420 Downie Street to build new housing for people in need. The Revelstoke area has a shortage of affordable housing with few options for low-income workers and families with children. A 2018 study showed that the Revelstoke area is short hundreds of rental units.
BC Housing plans to build affordable housing to help families, seniors and young people working in the area. This is an opportunity for the community to develop a plan for bringing affordable housing to the area. BC Housing will be working together with local residents, the City of Revelstoke, and future partners on a plan for the site. The community will be kept up to date on engagement opportunities as the planning process moves forward.

Community Engagement Update – April 2022
On April 12, 2022, the rezoning and Official Community Plan amendment passed final reading at Revelstoke City Council. The project team will be working on design development and preparing to submit a development permit for the first phase of construction in the coming months. Further engagement will be through the City’s public open house process. In the meantime, please submit your questions in the Q&A below.
Community Engagement Update – March 2022
On February 8, 2022, the rezoning and Official Community Plan amendment passed first and second reading at Revelstoke City Council. As part of the municipal approval process, the applications will go to public hearing on March 8, 2022. You can find more information about the public hearing at https://revelstoke.ca.
Community Engagement Update - August, 2021
BC Housing submitted the rezoning and Official Community Plan (OCP) amendment application on May 13, 2021. The Advisory Planning Commission reviewed the applications on July 20, 2021.
BC Housing is also in the process of engaging with non-profits, major employers and different organizations to explore potential partnership opportunities for the project.
Community Engagement Update – March, 2021
We thank all who participated as we created a development strategy for the Downie Street site. We have reviewed all the feedback data and analysed design and financial assessments in efforts to align all interests and provide the best delivery model to Revelstoke, and most notably the Southside community. Community Engagement Sessions
Community Engagement Session #1 - February 27, 2020
The first of three community engagement sessions was held on February 27, 2020 at the Revelstoke Community & Aquatic Centre. Community members were invited to drop in at the session to learn more about the site, ask questions of project staff, and share their thoughts on the future of affordable rental housing at 420 Downie Street. Information was presented at the session through project display boards.
Community Engagement Session #2 - June 10, 2020
Community members were invited to attend this virtual session to learn more about three concept plans, ask questions and provide comments. Information was provided in an online presentation and feedback received informed the final concept plan presented in the third engagement session.
Community Engagement Session #3 - September 30, 2020
Community members were invited to attend the third online community engagement session to explore the final concept site plan. This plan has been developed based on feedback received at the two previous community engagement sessions and from the surveys received following those sessions.
