Overview

To help with the region’s growing housing affordability crisis, BC Housing is planning to redevelop its property at 6005 Pandora Street, Burnaby (“Stratford Gardens”). The redevelopment will include reinvesting in the property and rebuilding aging affordable housing. BC Housing’s goal is to replace the existing affordable housing and create additional affordable housing, to continue to offer high-quality, affordable housing for current residents, and to create more affordable homes in the City of Burnaby.

Community Engagement

In June of 2021 BC Housing engaged current Stratford Gardens tenants to inform them of the intention to explore options for redevelopment. Engagement is ongoing with current tenants.

Notification was given to immediate neighbours of Stratford Gardens to inform them of the intention to explore options for redevelopment and solicit early input. A survey was made available for neighbours to share their thoughts. We also hosted a virtual neighbourhood open house on Tuesday, November 2, 2021.

The survey is now closed. We thank everyone who submitted their questions and comments. Your feedback will be summarized and included in an engagement report, which will be available here when it is complete.

We are very early in the redevelopment planning process and there will be more opportunities for engagement as we move forward. We will provide updates and more information in the coming months. You can also submit questions and comments for the project team in the Q&A below.

Project Details

The redevelopment will include:

  • Replacement of all existing affordable seniors’ homes
  • Additional purpose-built affordable rental homes for seniors, couples, individuals, and families
  • Improved site conditions through upgrades to landscaping, curbs and sidewalks
  • Landscaped pedestrian walkway
  • Amenity courtyard
  • Childcare facility
  • Vehicle and bicycle parking (including visitor stalls) provided in one underground level

Redevelopment will be phased to minimize disruption for existing residents. Phase 1 will replace all existing affordable seniors’ units to minimize potential tenant relocations and to give the opportunity for current tenants to move into the new building. The later phases will include additional affordable housing.

  • Hello. Can you please clarify. Are you saying that existing tenants can stay in their current residence while Phase 1 is being built and then will move directly into the new building? Or, instead, that everything will be demolished (meaning they will need to find other accommodation while Phase 1 is under construction) and that the first Phase of the new development is to build the replacement accommodation with the existing tenants having the opportunity to move in first? Also can you advise what the projected time line for the build of Phase one - From when you receive Development approval to completion of Phase 1 ? Thank you very much for your time

    Thank you for your inquiry. The planning process is still in early stages, and as such tenants can be assured that there are no plans for anyone to be relocated at this time.   

    If the redevelopment project is approved, tenants will be supported to stay in their units, as much as possible, until the new homes are completed. Redevelopment will be phased to minimize disruption for existing residents. Phase 1 will replace all existing affordable seniors’ units to minimize potential tenant relocations and to give the opportunity for current tenants to move into the new building. BC Housing will pay for moving costs for tenants who are required to relocate, including utilities reconnection (telephone, cable, etc.) and hiring movers.  

    Upon completion, existing tenants will be given first choice of new units, with no changes to their monthly rent unless their income or household size has changed in the interim.  

    BC Housing will do everything it can to help with relocation options for those tenants who do not wish to move into a new home at Stratford Gardens.   

    The is no firm timeline yet, as mentioned above the planning process is still in early stages.  BC Housing will update tenants throughout the process.   • How will BC Housing efficiently and effectively enforce housing rules, against abuse and misuse of social housing programs from repeated violators? What power does the Stratford Garden Management have to screen tenants, respond to tenant and neighbour complaints, and quickly remove rogue tenants.

    Thank you for your inquiry.  

    Stratford Gardens tenants are selected through BC Housing’s Housing Registry, with homes assigned through a fair process based on household need. Residents are also considered on an individual basis to ensure the services they need are available to assist them in successful tenancies. BC Housing – and our tenants – are subject to the rights and obligations outlined in the Residential Tenancy Act. The Act outlines and governs the processes involved in starting, maintaining and ending a tenancy. We recommend that if neighbours have concerns or complaints about Stratford Gardens, they direct them to communityrelations@bchousing.org.

  • Hello, I live on North Stratford Ave, and have lived here for over 20 years. As far as I am aware, no one on our street has yet been asked yet to provide input on the redevelopment of this site. When can neighboring residents expect engagement on this???? Specifically, I would like to know what increased density plans are especially considering our street already has parking at a premium. What is the projected increase to residential density for the development? I would also like to know how many stories are being planned for the new buildings.

    At this point in project planning, BC Housing is only notifying neighbours and stakeholders of our long-term intentions to revitalize the site and add new affordable housing units. 

    We will, however, reach out to neighbours and stakeholders again in the coming months to present our preliminary ideas for the Stratford Gardens redevelopment. At that time we will present information on potentially density, heights and traffic management. This will give neighbours and stakeholders a chance to provide their input.
