Chilliwack – 45857 Trethewey Avenue (and Rowat Avenue)

BC Housing is partnering with the Phoenix Drug and Alcohol Recovery and Education Society to provide 49 new supportive homes and 42 shelter spaces for people experiencing homelessness in Chilliwack. 

This new four-storey building will be located at 45857 Trethewey Avenue (the corner of Rowat Avenue and Trethewey Avenue).

The supportive housing and the shelter spaces will be located together in one building with shared kitchen facilities, meeting areas and cultural spaces. The building will be staffed 24/7.

Supportive homes

The 49 supportive homes at 45857 Trethewey Avenue will be studio apartments, each with a private bathroom and kitchen. BC Housing will select supportive housing residents using a Coordinated Access and Assessment model which matches people with the services they need. These services can include meals, counselling, health care, substance-use services, life skills and employment support.

All supportive housing residents sign a program agreement and pay rent contributions.

Shelter

The shelter portion of this development will offer 42 spaces and replace the temporary Portal Shelter at 46293 Yale Road. Many of the same supports will also be available to shelter guests. At the last Point-in-Time count (2020), Chilliwack recorded 306 people experiencing homelessness. Shelters offer an important life-saving option for these people as we continue to build more supportive and affordable housing in the region.

Complex-Care Housing

Up to 22 units in this building will offer complex-care housing services. Through this new program, Fraser Health offers additional person-centred health and social services to both supportive housing residents and shelter guests. Depending on the person, complex-care housing provides culturally safe services that could include primary health care, psychiatry, addictions medicine and more.

Complex-care housing has already been successfully rolled out in various locations across B.C. This program will give many people an even better chance at successfully moving out of homelessness and into healthy, stable lives. Non-profit operator

The Phoenix Drug and Alcohol Recovery and Education Society has been chosen to operate the supportive housing and shelter.

The Phoenix Society brings over 30 years’ experience providing accessible services in Metro Vancouver to people who face barriers related to addiction, mental health, housing, education, criminal justice and employment.

Community engagement

BC Housing, the Phoenix Society and Fraser Health hosted two community engagement sessions on April 13 and 15, 2021. These facilitated sessions included a presentation followed by a question-and-answer period. This site (originally referred to as 45825, 45835, 45845 and 45855 Rowat Avenue and 45865 Trethewey Avenue) was successfully rezoned and Chilliwack’s Official Community Plan amended on June 15, 2021.

Construction on this site is currently expected to run from mid-December 2022 until fall 2023.
