Kelowna – 1144 Pacific Avenue

BC Housing and the City of Kelowna are partnering to build new supportive housing including Complex Care Housing at 1144 Pacific Avenue in Kelowna. This project is an important part of our effort to address and prevent homelessness in the community.

About the Project

The City of Kelowna has provided the half-acre property. BC Housing will lead the development of the site.

The five-storey building will have at least 40 studio homes, with a central kitchen, laundry, dining/common areas and staff offices. These homes will be for single adults (19+) of all genders, including seniors and people with disabilities who are experiencing or at risk of homelessness.

BC Housing will select an experienced non-profit housing operator through a public Request for Proposals. Staff will be onsite 24/7 to provide residents with daily meals, life and employment skills training, and connections to health care and other community services. Interior Health (IH) will provide health services in 20 purpose-built homes to support residents with Complex Care needs.

Project Status

Site work began in June 2024. BC Housing is currently working on project designs, and we plan to submit a Development Permit application to the City of Kelowna in Summer 2025. The City of Kelowna typically processes applications like this in about three months. Following this, we will obtain all necessary municipal approvals, including a building permit, before construction starts.

BC Housing will follow the City of Kelowna’s municipal development process. We will reach out to the community again when construction timelines are confirmed.

We currently expect the building to open in 2027.

About Complex Care Housing

Twenty homes in this building will offer Complex Care Housing services. In addition to the supports provided by the non-profit operator, IH will have dedicated staff in place to provide person-centered care focused on primary health care, specialized mental health services, home support, and more. Complex Care Housing has already been successfully implemented in various locations across B.C., including in the Interior. These programs give residents a better chance to move out of homelessness and into healthy, stable lives.

Supportive Housing vs Complex Care Housing

Supportive housing provides deeply affordable homes with services to a wide variety of people who need supports to maintain stable housing.

Supports are provided by a non-profit operator. These can include daily meals, life skills and employment support, and other social and recreational programs. Staff also help connect residents to health care and community services, which are often provided off-site.

CCH also provides deeply affordable homes. These homes include enhanced health, cultural, and social supports. Many of these supports are available to residents under one roof and in their own home, for as long as they need. In CCH, teams of professionals work with residents and their support networks to develop personalized plans aimed at improving their quality of life. This approach focuses on reducing hospital visits and interactions with emergency services and fosters long-term stability and well-being.

Community Engagement

A caring community contributes greatly to the success of people transitioning out of homelessness. We will continue to share updates about this project and keep lines of communication open with neighbours as the project progresses. We will reach out again later this year to connect with neighbours.
