3027, 3037 2nd Avenue, Port Alberni
BC Housing is working on a proposed, purpose-built supportive housing complex with 55 units at 3027 & 3037 2nd Avenue.
This proposed development is an important step to address the urgent need to offer culturally safe and accessible housing with supports and services, to people experiencing homelessness in Port Alberni. The 2023 Point-in-Time (PiT) homeless count identified 163 people experiencing homelessness in the community.
When vulnerable people have stable housing with a range of supports, they have more opportunity to access things like health care, wellness services and skills training to help rebuild their lives, supporting healthy and safe communities for everyone.
About Supportive Housing
Supportive housing is deeply affordable studio apartments. They are intended for people who need support to maintain their housing. Residents will pay shelter rates and sign a lease with an addendum that addresses expectations about appropriate and respectful behaviour, especially as it relates to the health and safety of themselves and others.
There will be a variety of health and safety services and supports onsite, including:
- Cultural 24/7 staffing and security
- Meal programs
- Life and employment skills training
- Health and wellness support
Operator
BC Housing will select a non-profit operator for this project through a fair and open process. They will be responsible for managing the building, the property, and providing support services to the residents. The chosen operator will also bring experience and knowledge to build the relationships needed to make this housing successful in the community.
Rezoning and Development
The proposed development requires rezoning of the land that must be considered by City Council. BC Housing submitting the rezoning application to the City in February 2025. If rezoning is approved, the project would then require a Development Permit and a Building Permit, as well as confirmed funding from BC Housing. Should this project proceed, construction could potentially begin in 2026.
Community Engagement
In addition to the dedicated web page for this proposed project, immediate neighbours received a letter regarding the proposal, which were sent out January 29, 2025. We will be following up directly with neighbours and inviting the broader community to an upcoming open house and we will share these details in the coming weeks. As well, we are currently conducting engagement with Tseshaht and Hupacasath First Nations for feedback on design elements of the proposed building.
