Prince Rupert, Harbour View Gardens – Affordable Housing

To address the need for more affordable housing for seniors, families and singles in Prince Rupert, BC Housing is in the planning phase of redeveloping Harbour View Gardens at 1428 Kootenay Avenue.

The buildings at Harbour View are over 40 years old. They are becoming expensive to maintain and require significant investment in the future. An investment in new housing will benefit the immediate neighbourhood as well as residents of Prince Rupert for generations to come.

Community Engagement

BC Housing is committed to keeping the community involved and informed during the redevelopment planning process.

We have completed early design engagement with existing Harbour View tenants. We now want to involve the broader community in a review of a rezoning concept. After this engagement, we will submit a rezoning application to the City of Prince Rupert for review and approval.

Due to COVID restrictions we cannot hold in-person meetings, but we hope you will join us at an online neighbourhood meeting on Tuesday, June 8, 2021 from 6:00 to 7:30pm. This meeting will be held on Zoom. Please email michael@liveablecityplanning.com to register.

Project Details

This rezoning application focuses on the “Lot 1” area north of McKay Road (yellow shading below). As part of the redevelopment, we will be replacing existing homes and adding others that expand the range of families and households that can benefit from affordable housing.

Features of the proposed redevelopment include:

  • Approximately 192 affordable rental townhomes and apartments
  • New shared amenity and play areas for residents
  • Accessible housing for people with disabilities
  • Energy efficient design
  • A pedestrian crossing on McKay Street
  • Improvements to the local park
