Richmond – Rosewood Village Affordable Housing Redevelopment

Overview

BC Housing is leading a community planning process for the redevelopment of Rosewood Village in Richmond. Rosewood Village is located at 8220-8240 and 8260-8280 No. 2 Road. With 138 townhouse units on a site of 9.11 acres, it offers affordable housing for families, seniors and people with disabilities.

The buildings at Rosewood Village have served the community well for 50 years, but they now need replacing. Over the next multiple years, we plan to replace all existing homes and add many more. This is an exciting opportunity to build a more livable, sustainable community for all.

Redevelopment

We are still early in the planning for Rosewood Village and construction will not start for many years. The redevelopment process has five phases:

  1. Planning & Design – Conduct a site technical analysis, gather input and feedback from tenants, stakeholders, and the public, and design concepts to help create a Master Plan.
  2. Rezoning & OCP Amendments Applications – Prepare and submit applications for Rezoning and OCP Amendment and gather public input to obtain approval from Richmond City Council.
  3. Permits – Prepare and submit Development Permit and Building Permit Applications.
  4. Phased Construction – Construct buildings, landscape and infrastructure in different phases, obtain Occupancy Permits, and manage housing transition for Rosewood Village tenants.
  5. Moving In – Tenants move into the new homes.

BC Housing is leading the redevelopment for Rosewood Village. We have also hired a team of consultants to provide master planning, infrastructure, community engagement, and development services.

Our Commitments to Tenants

Rosewood Village tenants are a top priority for BC Housing. The planning and redevelopment process will take time. There will be no changes for several years.

  • As much as possible, tenants will be able to stay in their current homes until their new homes at Rosewood Village are complete.
  • BC Housing will work with each tenant to ensure their housing needs are met throughout planning and redevelopment.
  • Tenants will get to choose whether they want to move into a new home at Rosewood Village before anyone else.
  • BC Housing will pay for reasonable moving costs. This includes hiring movers and reconnecting utilities.
  • When tenants move into new homes, they will continue to pay the same rent, unless their income or family size has changed.

Community Engagement

BC Housing is committed to a tenant-first approach to engagement. We also value input from the wider community. The things we learn from tenants and the public will help set the direction for the future of Rosewood Village.

Phase 1

In May 2022, BC Housing began engaging with tenants to learn abut their hopes, concerns and needs around housing. In July and August 2022, we also met with local community groups, businesses and other stakeholders to talk about what would make Rosewood Village a success. This feedback helped to create a design concept for the future Rosewood Village.

Phase 2

In June 2023, BC Housing held a second engagement phase to gather feedback on a proposed design concept. Activities include:

  • Tenant Information Session
    Saturday, June 3, 12 – 4 pm
  • Tenant Pop-Up
    Tuesday, June 6, 3:30 – 7 pm
  • Online survey
    June 19 – July 14, 2023 (participate below)
  • Community Open House
    Wednesday, June 28, 5 – 8 pm

  • Is this going to still be owned by B.C. Housing? Will this turning into another project like the one on Main and 33rd in Vancouver? Are you intending to build towers on this property? Will the senior towers stay as you just upgraded them last year? What is the time line and will you just be taking a few down at a time? Is this the best time as there is such a shortage of affordable housing?

    Thank you for your questions, Gail. 

    We are still at early development planning stages. This redevelopment will take years and will happen in phases. Once we have more information to share with the community we will do so.

    We have a lot of work to do before any construction can start at Rosewood Village. The master planning and redevelopment process will take many years. 

    We do not have a plan in place for what Rosewood Village will look like. Over the next year or so, you will have the opportunity to help shape the plan by sharing your ideas with us.

    The towers are not part of the redevelopment plan.
