Salmon Arm – Fraser Avenue Shelter – 341-361 Fraser Avenue

Overview

BC Housing and the City of Salmon Arm are working together to build a 25-bed shelter at 341-361 Fraser Avenue NW to respond to an urgent need for people experiencing homelessness in Salmon Arm. We are aiming for the shelter to be open by Winter 2023/24.

BC Housing’s goal continues to be safe, affordable, and quality housing. The development of this shelter site will reduce the impact of homelessness in Salmon Arm, but we recognize shelters are not a solution to homelessness. We will continue to work to increase affordable housing opportunities for everyone.

Community Engagement

BC Housing’s application to the City of Salmon Arm for rezoning was considered at a Public Hearing on July 24, 2023. Council voted unanimously to approve a 10-year lease, with the potential to extend for another 5-year term.

Leading up to the Public Hearing, BC Housing and the City of Salmon Arm worked together to engage with the community and seek public input through multiple avenues:

  • Immediate neighbours of the proposed site were notified via letter, and in-person
  • City of Salmon Arm posted ads through news outlets as well as social media channels
  • BC Housing representatives held an in-person Community Info-Session where over 125 people attended, representing a diversity of perspectives
  • Over 450 people visited this Let’s Talk page between June 14 – July 24 to inform themselves
  • Approximately 75 written questions and comments were compiled by BC Housing and provided to the City of Salmon Arm for consideration before the Public Hearing, as well as posted for the community to review. The City of Salmon Arm also received and reviewed written submissions separately.
  • Over 230 people attended the Public Hearing, both in-person and virtually

The Community Engagement Summary of Feedback. The significant participation of the community is sincerely recognized and valued.

Development

This will be a year-round shelter with up to 25 beds, and will provide daily meals, supports, and connections to services. The site may also have amenities such as a common area, gardening beds, and storage. The shelter will be constructed using pre-built modular units to be completed and operational as quickly and efficiently as possible.

CMHA Shuswap Revelstoke will operate this shelter. CMHA is an experienced and trusted housing provider, currently operating over 300 affordable and supportive housing units in the local area.

CMHA will staff the shelter 24/7 and provide vital services to shelter guests, as well as security and property maintenance. CMHA is committed to being a good neighbour. We will share more information with the community as operations are finalized and before the shelter opens.
