Sechelt – 5680 Ebbtide Street
BC Housing and Vancouver Coastal Health are proposing to build 20 new units of Complex Care Housing at 5680 Ebbtide Street.
This housing project is part of a wider effort to create an ecosystem of housing and services that will help address and prevent homelessness on the Lower Sunshine Coast. Our aim is to support local people to access the homes and supports they need, when they need them.

Development
BC Housing purchased the property at 5680 Ebbtide Street in October 2025. Rezoning is not required. This project requires a Development Permit, Alteration Permit and Building Permit from the District of Sechelt. If these permits are granted, we would start construction in 2027.
We currently expect this housing to open in late 2028.
Complex Care Housing (CCH)
The 20 CCH homes in this building would be deeply affordable studio apartments with enhanced health and social supports. Each home would have a kitchenette and private bathroom. The building will also feature:
- A central kitchen
- Communal dining area
- Amenity spaces
- Clinical spaces for participants to receive on-site health care services
CCH offers a similar living environment to supportive housing but with onsite care teams that provide enhanced health and social supports for people with significant health needs. CCH services are an addition to the supports typically provided by a supportive housing operator. They are available to participants under one roof and in their own home, for as long as they need.

Non-Profit Housing Operator
BC Housing would select an experienced non-profit housing operator through an open, fair and competitive Request for Proposals process. The operator would manage the building and provide support services to participants.
This project is still in a very early stage. Some details about the housing program or operations may not be available until we select the non-profit housing operator. We will continue to share updates as we are able and engage with neighbours throughout the development process.
We would share a direct phone number for the building when it opens. Staff would work to build positive relationships in the neighbourhood.
Community Engagement
A caring community can contribute greatly to the well-being of CCH participants. BC Housing and Vancouver Coastal Health will keep lines of communication open throughout the development process.
