BC Housing, in partnership with the City of Surrey, is proposing to build 60 new supportive homes and a 40-space shelter at 13633 Grosvenor Road. This project is an important part of our continued effort to address and prevent homelessness in the community.

Surrey urgently needs more supportive homes and shelter spaces. The April 2023 Point in Time Homelessness Count identified 1,060 people experiencing homelessness in Surrey. There are also an estimated 1,390 more people experiencing hidden homelessness in Surrey, like those who are couch surfing, in hospital or living in vehicles.

The Building

BC Housing will design an attractive, welcoming building that fits into the local neighbourhood. The six-storey wood-frame building would include:

  • 60 studio apartments
  • Shelter space with 40 semi-private pods
  • Secured, single building entrance, including a front office and reception area
  • Separated common/amenity spaces for supportive housing residents and shelter guests
  • Indoor and outdoor amenity spaces
  • Staff offices
  • Parking and secure bike storage

Development

The site at 13633 Grosvenor Road is undeveloped. BC Housing will apply to the City of Surrey to subdivide and rezone this property for multi-unit residential and shelter use. BC Housing would then lease the property from the City of Surrey. This project would also require a Development Permit and Building Permit.

We currently expect the rezoning process to take approximately 10-16 months and the building to be completed in 2029.

Supportive Housing

The 60 supportive homes in this building would be studio apartments for adults (19+) from the local area including seniors and people with disabilities or any others who need supports to maintain stable housing.

All residents of supportive housing make a choice to live there, pay rent and sign program agreements. Typical supports include:

  • 24/7 staffing
  • Meal programs
  • Life skills and employment training
  • On-site wellness services, including harm reduction and referral pathways to substance-use treatment and recovery

Shelter

The shelter component of this project would offer 40 semi-private pods and individual support services aimed at helping people transition out of homelessness into stable housing. Shelter services can also include:

  • Meals and laundry
  • Life skills training
  • Referrals to other community services

Non-Profit Operator

BC Housing will select an experienced non-profit housing operator through a fair and open process to manage the supportive housing and shelter.

Staff would be onsite 24/7 to maintain the building, provide support services to residents and be a point of contact for neighbours.

Community Engagement

A caring community can contribute greatly to the well-being of people transitioning out of homelessness. BC Housing and the City of Surrey will continue to keep lines of communication open throughout this project.

  • On September 12, BC Housing mailed a letter to neighbours within 200m of the site announcing the proposed project including a link to the Community FAQ and contact information for questions.
  • BC Housing will provide opportunities for community members to engage directly with the project team and non-profit after they are selected.
