Surrey – Semiahmoo Town Centre

BC Housing, in partnership with the City of Surrey and Fraser Health, is proposing to build 260 new homes on two lots located in Semiahmoo Town Centre, at 15238 19th Avenue and 1880 152nd Street.
The mixed-use development would include:
- 200 affordable studio, 1-, 2- and 3-bedroom homes (TBD)
- 40 supportive studio homes
- 20 studio homes with Complex Care Housing (CCH) services
This project is an important part of our continued effort to address and prevent homelessness in the community and improve access to health services, including mental health and substance-use services.
Development
BC Housing will design an attractive, welcoming building that fits into the local neighbourhood.
We are proposing to build these homes on two parcels of land in Semiahmoo Town Centre. In September 2025, BC Housing will apply to the City of Surrey to rezone the land and build one multi-unit residential building with support services.
We expect the rezoning process to take about 10-16 months. This project would also require a Subdivision, a Development Permit and a Building Permit. Learn more about the City of Surrey’s rezoning process and requirements by visiting surrey.ca.
We currently expect this housing to open in 2029.
Affordable Rental Housing
Surrey is experiencing a serious shortage of secure, affordable rental homes. The most recent Surrey Housing Needs Report found the city will need an estimated 169,221 new housing units by 2043 to meet both current housing needs and the additional demand generated by continued population growth.
This building would provide 200 new rental homes for low- and moderate-income households in Surrey prioritizing seniors, people with disabilities, and families. Residents would need to meet income and household size criteria and be able to live independently without on-site supports.
Supportive Housing
Surrey urgently needs more supportive homes. The April 2023 Point in Time Homelessness Count identified 1,060 people experiencing homelessness in Surrey, and an estimated additional 1,390 people experiencing hidden homelessness, such as couch surfing or living in vehicles.
The 40 supportive homes in this building would be studio apartments for local adults (19+) including seniors and people with disabilities or any others who need supports to maintain stable housing. All residents of supportive housing make a choice to live there, pay rent and sign program agreements.
Typical supports include:
- Daily meals
- Life-skills and employment training
- Wellness checks and health-care referrals
- Connections to community and social services
Complex Care Housing (CCH)
CCH offers a similar environment to supportive housing but with enhanced health, cultural, and social supports that are tailored to residents’ individual needs and goals.
CCH residents are adults (19+) of all genders who have complex mental and physical health challenges and need various supports to maintain stable housing.
In CCH, Fraser Health delivers health services including primary care, nursing and specialized mental health and substance use care. These voluntary supports are available to residents under one roof and in their own home, for as long as they need.

Non-Profit Housing Operator
BC Housing will select an experienced non-profit housing operator through a fair and open process to manage the entire building and provide support services to residents, including daily meals, life skills training, and social, cultural and recreational programs.
Staff would be on site 24/7 to support residents and provide a point of contact for neighbours.

A caring community can contribute greatly to the well-being of our future residents. BC Housing, the City of Surrey and Fraser Health will continue to keep lines of communication open throughout this project.
