Vancouver – Little Mountain Redevelopment

Overview

The Little Mountain redevelopment is bounded by 33rd to 37th avenues between Main and Ontario streets. The project aims to transform an old, low-density property requiring major repairs into affordable homes in a mixed-use community.

BC Housing and the City of Vancouver have partnered with Holborn Properties to redevelop the site. The plan is to replace 224 rent-geared-to income (RGI) homes with a total of 282 new homes (including 10 homes for the Musqueam Nation) across five non-market buildings. There will also be a 69-space childcare facility, a neighbourhood house plus a public plaza and park.

As part of the City of Vancouver’s rezoning, BC Housing will own 234 of the RGI homes. The remaining 48 homes will be owned and operated by the City of Vancouver. Any replacement non-market housing above and beyond those allocated to returning residents will be rented at rates no higher than what is affordable to households with incomes below CMHC’s Housing Income Limits.

MOU Between BC Housing, the City of Vancouver, and Holborn Properties

In September 2021, BC Housing, the City of Vancouver, and Holborn Properties signed a memorandum of understanding (MOU) aimed at accelerating construction of non-market housing at Little Mountain. The MOU outlines the commitment of BC Housing, the City, and Holborn to work together to expedite construction of all housing at the Little Mountain site, with the non-market housing prioritized.

Non-market housing

City Heights was the first non-market building constructed at the Little Mountain redevelopment. It opened in April 2015. The five-storey building has 47 one-bedroom and six two-bedroom apartments for seniors and people with disabilities. Managed by More Than a Roof Society, the building includes an amenity room, a community garden, patio space, and a bicycle and scooter storage room.

The second non-market building at Little Mountain is welcoming new residents in late summer 2025. The eight-storey building has 62 two- and three-bedroom apartments for families, and it will be run by More Than a Roof Society.

Construction on two additional non-market buildings began in summer 2024.

BC Housing is committed to ensuring a smooth transition for residents who are returning to the site.

  • In accordance with the original tenant relocation agreement, residents who lived in the original Little Mountain buildings will have first right of refusal on eligible homes.

  • BC Housing will support families with moving costs in line with their tenant relocation agreement.
