New warm, safe homes with supports at 8302 Beatrice Street

Vancouver is in a housing crisis and more than 2,000 people across the city are experiencing homelessness.

BC Housing and the City of Vancouver are building a six-storey residential building with approximately 72 new homes with supports at 8302 Beatrice Street (originally 1925 SE Marine Drive).

These homes will help address Vancouver’s urgent need for supportive housing and prevent people from experiencing homelessness. The homes would be for adults, seniors and people with disabilities, with a priority for people in the local community. Project highlights include:

  • All units will be studio apartments with a private bathroom and kitchen.
  • All the homes will will include support services such as daily meals, life and employment skills training and connections to health care and other community services.
  • At least 5% of the homes will be fully accessible, with all homes designed to be universally adaptable to residents of all abilities.
  • The building will also include amenities such as shared laundry, a dining area, program space and parking.

Rezoning and Development

Following early community engagement on this proposal, BC Housing submitted a rezoning application to the City of Vancouver on May 20, 2022. City Council approved the rezoning after a public hearing on February 21, 2023.

A Development Permit is also required for this project. BC Housing submitted a Development Permit application on April 24, 2023. Vancouver’s Director of Planning approved the Development Permit with conditions on July 14, 2023.

Non-Profit Operator

The Kettle Society was selected through a competitive process as the non-profit operator for this housing project.

The Kettle Society is an established non‑profit housing provider that supports people in more than 400 affordable and supportive homes in Vancouver. The Kettle Society provides individuals with housing that feels like home. Staff provide residents with the opportunity to improve daily living skills and quality of life, promote personal recovery and become part of a community.

Community Engagement

Early Engagement – March 2022

BC Housing and the City of Vancouver hosted two Neighbourhood Dialogue Sessions and an online Public Comment Period in February and March 2022. View a summary of the Neighbourhood Dialogue Sessions (PDF).

These engagement activities allowed us to collect the community’s feedback about this project before applying for rezoning. We invited comments on:

  • Site design, building design and elements such as lighting and landscaping
  • Interest in participating in the Community Advisory Committee
  • Ideas for how to support the success of the building

Rezoning Application Engagement – July & July 2022 / February 2023

The City of Vancouver held a Virtual Open House during June and July 2022, and a public hearing prior to the rezoning approval on February 21, 2023.

Development Permit Application Engagement – June / July 2023

A new sign was posted on the site and a public comment period was open between June 16 and July 10, 2023 at shapeyourcity.ca.
