Victoria - 2920 Bridge Street (Pathways) Shelter

BC Housing and the City of Victoria are partnering to open 34 new shelter spaces at 2920 Bridge Street, called Bridge Street Pathways Shelter. This is in response to the urgent need in Victoria to support more people to come indoors. The Bridge Street Pathways Shelter is anticipated to open in Spring 2026.

The City of Victoria owns this site and is funding the renovations. BC Housing will provide operating funding under the Homeless Encampment Action Response Temporary Housing (HEARTH) program. This project is anchored by a Memorandum of Understanding signed between the Province and the City.

About Bridge Street Pathways Shelter

The shelter will operate in a fully fenced, two-storey building. Connective will operate the shelter and provide services to the guests. There will be staff on site 24/7. Shelter guests will have access to daily meals, washrooms, showers and laundry. Other services will include case management, basic health supports, and direct support finding housing.

The City of Victoria will provide an outreach position to coordinate referrals from community service providers, as well as overnight contracted security patrols in the immediate area.

This shelter will be referral-only; there will be no drop-in services at this site. Outreach staff will connect with people in the community who are experiencing homelessness, with a focus on those from Ellice Street, Pandora Avenue and in the downtown area.

Shelter supports will meet guests’ immediate needs and provide gateway services to help access appropriate housing and break the cycle of homelessness.

About the Operator

Connective is a pre-qualified shelter operator through BC Housing’s HEARTH program.

The non-profit organization currently oversees more than 1,500 housing/shelter spaces in 27 communities across British Columbia and the Yukon. They have 35 years of experience operating on Vancouver Island and have 70+ staff in the region.

In 2025, Connective were named the BC Non-Profit Housing Association’s Housing Provider of the Year.

A caring community can contribute greatly to the success of people transitioning out of homelessness. BC Housing, Connective and the City of Victoria will keep lines of communication open and address any questions or concerns quickly and collaboratively.

  • On January 20, 2026 BC Housing reached out to the Burnside Gorge Community Association. A letter to neighbours within 150 m of the site is to follow, with information about this shelter project and contact information for further questions.
  • When the shelter opens, BC Housing will provide a Who to Call | When to Call info sheet with a direct phone number for the shelter as well as other key community contacts.
