BC Housing, the City of Duncan, and local partners have built 48 supportive homes at 260 White Road. Residents are expected to begin moving in early 2026.
This housing is an important part of our continued effort to address and prevent homelessness in the community.
Supportive Housing
Supportive housing offers safe, affordable studio homes for local adults (19+). This can include seniors, people with disabilities and others who need supports to maintain stable housing. Support services include:
- 24/7 staff on-site
- Meal programs
- Life and employment skills training
- Health and wellness support
All supportive housing residents choose to live there. They pay rent and sign program agreements.
BC Housing, the Operator and community partners will work together to assess potential residents. We will offer the supportive homes to people based on their individual needs and supports available. This helps us ensure that people are most likely to remain housed. It also helps create a balanced mix of residents in the building.
About the Operator
Initially this project was expected to be operated by three local non-profit agencies: Cowichan Women Against Violence Society (CWAVS), Clements Centre and House of Friendship. As the project evolved, and to align with updated procurement practices which have changed over the last five years, BC Housing opted to issue an open Request for Proposal (RFP) in May 2025 to seek an operator for the building through a fair and open process. Ultimately Connective was selected to manage the building and provide services to residents. This change does not take away from the excellent work by these local non-profits, who gave their time during the design process. Moving forward, they will continue to support the people they serve who may become residents of the building.

Community Engagement
A caring community can contribute to the well-being of supportive housing residents. We have worked to keep lines of communication open throughout this project.
2020
- On June 18, 2020, we mailed a letter to neighbours that introduced our plans for this project. This letter also shared direct contact information for questions.
- In August 2020, we hosted four online Neighbourhood Information Sessions to share information about this project and answer questions.
2021
- In February 2021, we hosted two online sessions focused on the building’s exterior design. View presentation slides from these sessions.
2022
- Between May-December, 2022, updates on additional site prep work and craning of modulars were mailed out to neighbours.
2023
- In October 2023, the modular contractor responsible for construction declared bankruptcy. As a result, work on the 48-unit supportive housing project was paused, as BC Housing secured the site and worked to secure a new contractor. This information was shared on the Let’s Talk page.
2024
- On February 9, 2024, neighbours were mailed an update that construction had resumed with the new contractor, Knappett Projects Inc. completing the remaining work on this project. This information was also shared on the Let’s Talk page.
2025
- On November 17, 2025, we mailed a letter to neighbours sharing the news that the supportive homes would open early 2026 and that the selected operator for the building is Connective. This letter also included a Who to Call | When to Call flyer with direct contact information for the housing (also available in the right sidebar of this web page).
