Duncan - The Village, 610 Trunk Road
The Village consists of 34 temporary sleeping units located at 610 Trunk Road in Duncan. This project opened in March 2022 to provide urgently needed safe, indoor shelter in Duncan. It is also an important part of our combined and ongoing efforts to stop the cycle of homelessness while preventing encampments. In early 2024, BC Housing extended operating funding at The Village (610 Trunk Road) through to December 2026.
About The Village
There are currently 34 people living in tenting cabins at The Village, which is operated by Lookout Society. Guests have access to support services, such as:
- daily meals
- 24/7 staffing
- access to skills training
- support navigating the housing system
Most of the residents currently living at The Village are expected to move to supportive housing underway in the community. Once existing residents move from The Village to White Road, these cabins will be made available to others in Duncan experiencing or at risk of homelessness through the Coordinated Access and Assessment (CAA) process.
While The Village was initiated in the City of Duncan before HEART and HEARTH was announced by the Province, annual operating funding for the next three years is being provided through the Homeless Encampment Action Response Temporary Housing (HEARTH) program.
After December 31, 2026, the expectation is that The Village will be removed or relocated so that permanent, purpose-built housing can be constructed at the site, which is owned by the Province, through BC Housing.
The Operator
Lookout Housing and Health Society has been providing housing and a range of support services to adults with low or no income for over 50 years. Lookout has a long history of successfully meeting the needs of people living in extreme poverty through a variety of programs (shelter, housing, outreach, health, community recourse centres). Lookout has been operating The Village since it opened in 2022.

Community Engagement
The 2023 Point-in-Time Count reported 223 people experiencing homelessness in Duncan – up from 129 in 2020. Currently, there are 25 permanent year-round local shelter spaces. By keeping The Village open, we are providing additional shelter, safety and critical services for 34 additional people as we continue working to create more affordable and supportive housing options in Duncan.
