New warm, safe homes with supports on South Grandview Highway at Copley Street

Vancouver is in a housing crisis and more than 2,000 people across the city are experiencing homelessness.

BC Housing and the City of Vancouver are proposing to build a six-storey residential building with approximately 64 new homes with supports at 2518-2540 South Grandview Highway.

These homes would help address Vancouver’s urgent need for supportive housing and prevent people from experiencing homelessness. The homes would be for adults, seniors and people with disabilities, with a priority for people in the local community. Project highlights include:

  • All the homes would be studio apartments with a private bathroom and kitchen.
  • All the homes will will include support services such as daily meals, life and employment skills training and connections to health care and other community services.
  • At least 5% of the homes would be fully accessible, with all homes designed to be universally adaptable to residents of all abilities.
  • The building would also include amenities such as shared laundry, a dining area, program space, and parking.

Rezoning and Development

Following early community engagement on this proposal, BC Housing submitted a rezoning application to the City of Vancouver on April 20, 2022. City Council approved the rezoning following a public hearing on February 14, 2023. A Development Permit will also be required for this project.

Non-Profit Operator

Community Builders was selected through a competitive process as the non-profit operator for this housing project. Community Builders is an established non-profit housing provider that operates more than 700 homes in Vancouver.

Community Builders help residents achieve and maintain stability in housing and enhance access to other community-based supports and services to foster resilience against homelessness in an atmosphere of empathy, compassion and respect.

Early Engagement - February 2022 / March 2022

BC Housing and the City of Vancouver hosted two Neighbourhood Dialogue Sessions and an online Public Comment Period in February and March 2021. View a summary of the Neighbourhood Dialogue Sessions (PDF).

These engagement activities allowed us to collect the community’s feedback about this project before applying for rezoning. We invited comments on:

  • Site design, building design and elements such as lighting and landscaping
  • Interest in participating in the Community Advisory Committee
  • Ideas for how to support the success of the building

Rezoning Application Engagement – May 2022 / February 2023

The City of Vancouver held a Virtual Open House from May 16 to June 5, 2022 and a public hearing prior to the rezoning approval on February 14, 2023.

Development Permit Application Engagement – TBA

A new sign will be posted on the site and the public will be invited to submit comments.
