Victoria – Douglas Street Redevelopment

Overview

Over the past several years, the Capital City Centre Hotel at 1961 Douglas Street played a vital role in providing temporary housing for people experiencing or at risk of homelessness. The hotel was not built or designed for this purpose, which is why BC Housing plans to redevelop this site to create purpose-built rental housing and better support the people of Victoria now and into the future.

As of July 2025, all residents of the hotel have successfully moved to other housing in the community. The building is now vacant in preparation for demolition and redevelopment.

Rezoning and Community Engagement

BC Housing has partnered with Chard Development Ltd. (doing business as Caledonia and Douglas Street Limited Partnership), a local developer with experience in redevelopment projects. Together, we applied to the City of Victoria to rezone the 1961 Douglas Street property. The rezoning was approved by the City in March 2024.

Community Land Use Committee (CALUC)

We began community engagement in early 2022 and have followed the City of Victoria’s prescribed rezoning process.

Once complete, the redevelopment will deliver approximately 507 new homes, including a mix of market rental, near-market rental, and below-market rental units. This mix will include 133 near-market rental units, with 20% of them being below-market units, to be retained by BC Housing, and 374 market rental units. The site will include retail space, a grocery store and dedicated office space and childcare centre.

BC Housing remains committed to delivering high-quality, community-focused housing that meets the needs of Victoria residents today and into the future.
