West Kelowna Temporary Shelter - 2515 Bartley Road

There is a need for safe shelter in West Kelowna. BC Housing is applying for a Temporary Use Permit (TUP) to operate a temporary shelter at for 2515 Bartley Road in West Kelowna. If approved, it will be used as a temporary shelter.

BC Housing is working with the City of West Kelowna and Turning Points Collaborative Society to find housing for shelter guests staying at West Kelowna United Church at 3672 Brown Road. This is an urgent need as the church has recently sold.

BC Housing has submitted a TUP to the City for a shelter at 2515 Bartley Road. This proposal will be brought to City Council in early Summer 2021. Our goal is to open the shelter in fall 2021.

This shelter will provide safe, secure homes. These are modular units to give guests private, secure, and safe rooms; construction will also be faster.

Turning Points currently manages the Westbank United Church shelter and will manage the new site at Bartley Road. Security and Turning Points staff will be onsite 24/7 to support guests and manage operations. They will provide:

  • meals
  • storage space
  • wellness checks
  • referrals to community services
  • other supports

Operator

Turning Points has been operating in the Okanagan for over 50 years providing housing, programming, and services for people at risk and/or experiencing homelessness.

Community Advisory Committee

Closer to the opening of the temporary shelter, a Community Advisory Committee (CAC) with representatives from Turning Points, BC Housing, community organizations and community members, will be created. The purpose of the CAC is to provide the project team and a broad cross-section of the community with a mechanism to:

  • Build and maintain positive relationships amongst the community, the building operators and the program partners.
  • Facilitate information sharing and dialogue.
  • Identify and resolve any opportunities and concerns related to the building.
