Kamloops - 1100 Glenfair Drive

BC Housing is planning for the redevelopment of the Glenfair Seniors Housing at 1100 Glenfair Drive. The focus of the redevelopment is to rebuild the existing 80 affordable seniors homes that are aging; and add new affordable seniors rental homes that are urgently needed.

A revised Development Concept has been prepared following BC Housing’s Spring 2023 community and tenant engagement activities. The revised Development Concept incorporates feedback from these events as well as further information gathered through technical, regulatory and environmental research, and continued discussions with the City of Kamloops.

Key revisions included reducing the surface parking to create more outdoor activity and greenspace, and to provide more separation between buildings. The central courtyard area has been expanded, a larger resident garden was created, and a second dog activity area was added. The revised Development Concept continues to plan for 340 new rental homes across four buildings, each building with six storeys.

The revised Development Concept will form the basis of a future development application. BC Housing will continue to work with the City of Kamloops to revise the existing property lines, and in 2024, a complete development application will be prepared for presentation to the community and the Glenfair tenants, and for future consideration by the City.

Community Engagement

A revised Development Concept follows from BC Housing’s work over the last two years to study the Glenfair property. Input was sought in 2021 and 2022 from Glenfair tenants and the Kamloops community on the project Vision Framework Vision Framework and the Preliminary Redevelopment Options - Open House Presentation Boards. In 2023, the project team sought feedback on a draft Development Concept – Open House Presentation Boards.

Feedback has supported the urgent need for additional affordable rental housing and indicated Glenfair was well situated within a valley and close to downtown to accommodate additional density and height. Feedback encouraged a design that would promote a sense a community among residents and highlighted the importance of:

  • Connections to greenspace and natural areas
  • Promotion of sustainable building practices
  • Accessible design and design flexibility to allow seniors to age in place
  • Safe and convenient routes for pedestrians, cycling and mobility scooters
  • Support for a tenant composition of seniors and those with accessibility needs
  • Designing the development to prevent crime

Priority amenities for tenants included greenspace, gardens and outdoor seating areas, a common room, personal storage options and a transit stop.

Indigenous Engagement

BC Housing is committed to meaningful Indigenous partnerships and relationships based on principles of Reconciliation and gratefully acknowledges the project is located on the Tk̓emlúps te Secwépemc territory, situated within the unceded traditional lands of the Secwépemc Nation. BC Housing appreciates the partnership that we have with Tk̓emlúps te Secwépemc and respects the territory and land on which the project is located.

BC Housing invites all Indigenous Community members to attend upcoming engagement initiatives. The feedback shared is valuable in helping to shape a meaningful place for people to call home.

Supporting Glenfair Tenants

Safe and secure housing for the current Glenfair tenants will continue to be a priority for BC Housing. The planning process will take time, and the living situation of tenants will not change for several years. The project team will be exploring the possibility of phasing the redevelopment to allow the Glenfair seniors to stay at Glenfair as long as possible. Tenants will not lose their homes, and BC Housing will work with each resident to make sure their housing needs are secure throughout planning and construction.

Project Background

Glenfair is a unique property located west of Peterson Creek, at the south end of the Columbia Government Precinct. The property is large, at approximately 13.5 acres. It includes areas of undevelopable slopes and is surrounded by natural areas on three sides. Lands to the north include a mix of provincial government offices and the Royal Inland Hospital.

Glenfair is owned by BC Housing. Its nine residential buildings are one and two storeys high and were built between 1958 and 1982. For over 60 years, Glenfair has provided homes for many seniors and people living with unique abilities on fixed incomes. The housing is aging and needs extensive and costly repairs. This redevelopment project provides the opportunity to rebuild and modernize the aging homes and to offer additional affordable housing to help address housing challenges facing the Kamloops community. BC Housing will continue to own the Glenfair property following redevelopment.

  • Will the proposed redevelopment incorporate more affordable housing units than currently exists by building up rather than out in order to meet the inevitable long term need of accommodating more people in the downtown area and if so what is the proposed density increase? Is the target age group for tenancy in the proposed redevelopment only seniors or has consideration been given to the provision of affordable housing opportunities for families so that inter-generational social interaction and support for an aging population may be possible... as is the current trend in social housing developments in progressive European countries. Will the proposed redevelopment consider preserving the area adjacent the creek to support resident and general public recreational opportunities, and pedestrian and cycle friendly corridors connecting Peterson Creek Park, Glenfair and the Government Sector to downtown Kamloops?

    Thank you for your inquiry. 

    Future redevelopment of the Glenfair site is expected to provide more affordable housing units than the existing 80 senior units. The proposed density is still to be determined.

    At this time, the redevelopment is aiming to provide housing to seniors. There is a strong need for senior housing as outlined in the Kamloops Housing Needs Assessment.

    Areas adjacent to Peterson Creek have been carefully considered to best protect the natural environment as well as enhance connections. A proposed site plan will be shared soon for public input and will show additional details.

  • Will the project team provide assurances that the redevelopment will include a realignment of parking such that the Xget'tem trail can continue uninterrupted through the Glenfair development permitted both Glenfair residents, and citizens of Kamloops to travel safely and efficiently through the area without a car?

    As we are still at very early stages of this project, we do not have a plan in place for what Glenfair will look like at this time. Over the next few years, you will have the opportunity to help shape the plan by sharing your ideas with us.
